A course may only be identified as Special Education if there is at least one SWD enrolled.

This error occurs when the Instructional Strategy (MST.INS) field on a Course Section record of the Master Schedule is populated with a value of 700 - Special Education and no students identified as Students with Disabilities (SWD) are enrolled.

Suggested Resolution:

• Review the students enrolled in the section receiving the error in CALPADS and determine if any SWDs were enrolled in the section as of Census Day. If no SWDs were enrolled on Census Day, the Instructional Strategy (MST.INS) field should not be populated.
