The following information will assist you in understanding the difference between Movers, Leavers, No Shows, and other scenarios.

Be sure to consult documentation provided by state and federal agencies for more information, including the TSDS Texas Web-Enabled Education Data Standards (TWEDS) - Data Submission Technical Resources. The information provided here is for informational purposes only.

Movers: Students who were enrolled in the district last year, but are now enrolled in another Texas district/public school LEA, including Texas School for the Deaf (TSD), Texas School for the Blind and Visually Impaired (TSBVI), and Texas Juvenile Justice Department (TJJD), and can be located by PEIMS tracking. These students will be reported to PEIMS by another entity. Students who have obtained a GED certificate or Texas Certificate of High School Equivalency (TxCHSE) at a Texas examination site by August 31 are Movers. A Mover is not a Leaver. Note: The final determination of whether a student is a Mover is made by the TEA. 

Leavers: Students who were enrolled in the district last year in grades 7-12, but have not enrolled in the district in the current year, or who moved to a Non-Texas Public School (charter, out of state, etc.). Graduates and No Shows are Leavers. Movers are not Leavers. Students in grades EE-6 in the prior school year are never reported as Leavers.

Summer Leavers: Students who left the district after the last day school. The student's previous school should report the student as a Leaver. The Leaver Reason Code (STU.LVR) and Leave Date (STU.LD) is entered in the prior year.

Graduates: Students who were enrolled in the district last year, and graduated by Aug 31 of the prior year. A Graduate is a Leaver. Students who complete a high school equivalency program are not reported as Graduates. Students who have previously completed all graduation requirements in one school year, but do not pass the required exit-level assessment until the next year, are reported as Graduates in the year in which the assessment was passed.

No Shows: Students who were enrolled in the district last year, but whose current year whereabouts are not known. The district should investigate all No Shows to determine a valid LEAVER-REASON-CODE before the end of the School Start Window (SSW). No Show students whose leaver reason cannot be determined within the SSW must be reported to PEIMS as LEAVER-REASON-CODE 98, and are counted as dropouts for state accountability purposes. A No Show is a Leaver.

Dropouts: 

• For state accountability purposes the following LEAVER-REASON-CODES are counted as dropouts: 08, 20, 88, 89, 98.
• For federal accountability purposes the following LEAVER-REASON-CODES are counted as dropouts:  08, 98.

SAAH 3.4.3 Students Whose Whereabouts Are Unknown: Your district should decide the withdrawal date for a student who never officially withdrew from school, but whose whereabouts can no longer be determined, according to applicable local policies (e.g., student is withdrawn 10 days after they last attended). Once withdrawn, a student in grade level 7-12 must be reported as a Leaver on the 40203 School Leaver Extension and could be considered a dropout according to Section 2 Audit Requirements of the TSDS PEIMS Data Standards.

Under-reported: Students who were enrolled in the district last year (fall or summer) and did not enroll by the SSW, but enrolled later (and for whom none of the following statuses apply: graduate, previous graduate, returned on time, returned late migrant student, mover, other leaver, TxCHSE recipient, or dropout). If these students were reported in Fall PEIMS as No Shows but enrolled after the snapshot date, they must be included in the following year as under-reported.
The PDM1-321-001: Presumed Underreported Students List identifies students who were enrolled in grades 7-12 during the prior school year but were not included in a district's fall interchange files.

Notes:

• Any student who is enrolled in the district on the Fall Snapshot Date must be reported to PEIMS.
• LAST-DATE-OF-ENROLLMENT (E1044) is the student's final day of enrollment in the regular school year.
  • If the student was enrolled in the LEA on the last day of the regular school year, the LAST-DATE-OF-ENROLLMENT is the final day of the school year.
  • If the student was enrolled in the LEA at some time during the year, but not on the final day of the school year, the LAST-DATE-OF-ENROLLMENT is the last day the student was enrolled in the district.
