Issue Description/behavior

Letters are not running in sequence.  Students are getting multiple parts of the letters on the same day

Cause

When Site Based Attendance Letters letters are not run using the Print all Parts for this ID option, but instead are being run one part at a time, a student can get all or multiple parts of the letter in one day if they meet the required number of absence code counts for each part

Resolution

Always run the letters with the Print all Parts for this ID option or highest in sequence to lowest in sequence to allow the Letter Log/Letter Counters to determine which letter the student should receive.
