Issue 

Students with a Parent Permission (AUT.TY) code of 4 and the (AUT.CD) code of C - Parent or Guardian Denied Placement of an EB in any Special Language Program is receiving the Fatal Rule 40100-0142: If EmergentBilingualIndicator is "1", and ADAEligibility is not "0" or blank, then ParentalPermission must not be blank. An Emergent Bilingual (EB) student must be reported with a bilingual/ESL ParentalPermission, unless the student is not in membership. 


Cause

Students with a Parent Permission (AUT.TY) code of 4 and the (AUT.CD) code of C - Parent or Guardian Denied Placement of an EB in any Special Language Program are reporting the Parent Permission (AUT.CD) as blank.



Resolution

For students with a Parent Permission (AUT.TY) code of 4 and the (AUT.CD) code of C, add a Program (PGM.CD) code of 146  -  Bilingual or Program (PGM.CD) code of 147 - ESL with a Program Type (PGM.TY) code of 0 to indicate that services are not provided.  The program card entered is based on the recommendation for the student and denied by the parent.
