Admin user type automatically have access to the Golden State Seal Merit Diploma screen. Non-admin user types will need permission to the Activities (ACT) table. Update to ACT will allow the user to save the options on the form and to process the students. Insert to ACT is required for users to add the Golden State Seal Merit Diploma records to the Activities (ACT) table for the students that qualified for the award and have a Completion Code (STU.HSG)  and Completion Date (STU.DG) on the Student Data 2 screen.
