This error occurs because the District of Special Education Accountability Code has not been populated: Student Data/Programs/Special Education.
Resolution:
Populate the District of Residence code located in the Special Education table (CSE.DR). The District of Residence code is the District of Special Education Accountability for CALPADS reporting. Any student receiving special education services must have the District of Special Education Accountability (District of Residence) code populated.
