This error occurs because the exit date is less than the enrollment start date.

Resolution: 

Confirm the correct date was entered.  Check the school and district calendars for invalid or incorrect dates.  Verify the Exit Reason table in the Code Translations tabs in CALPADS Extracts.  Confirm that the student doesn't have an HSG or EOY value populated (see Student Demographics 2nd tab).
