This error occurs because a student's primary enrollment cannot overlap another primary enrollment within the same LEA.

Resolution: 

This error may be caused by a fatal error from a different record within the SENR file.  Verify your Enrollment Status codes in the Code Value Translations tab in CALPADS Extracts and correctly translate any Secondary Enrollment Codes.   If a student changed schools within your district, confirm that the withdrawal record was submitted to CALPADS with the correct exit date and reason.
