The State Seal of Biliteracy screen will allow you to identify the 12th grade students that may qualify or do qualify for this award.  It is available while logged in at the School level. At the end of the school year the form can be used to add Activities and Awards (ACT) records for the students that qualified. The ACT records are used in the CALPADS collection of State Seal of Biliteracy recipients.


The screen has been updated to use the most recent Procedures for Awarding the State Seal of Biliteracy. Below is a summary of the qualifications. We highly recommend that everyone involved in the State Seal of Biliteracy data collection and implementation become familiar with all requirements and procedures. To earn the California State Seal of Biliteracy, high school graduates must complete requirements 1 and 2:


  1. Demonstrate English Proficiency through one of the following methods:
    1.  Coursework:
      1. Complete all English language arts requirements for graduation with an overall grade point average (GPA) of 3.0 in those classes. 
    2. Or Assessment (Choose One): 
      1. State Assessment: Pass the California Assessment of Student Performance and Progress for English language arts administered in grade 11, at or above the “standard met” achievement level.
      2. Advanced Placement (AP) Assessment: Pass an English AP examination with a score of 3 or higher (AP English Language and Composition, AP English Literature or Composition, or AP Seminar).
      3. International Baccalaureate (IB) Assessment: Pass an English IB examination with a score of 4 or higher.
      4. SAT I: Achieve a score of 480 or above on the Evidence-Based Reading and Writing section of the SAT I.
    3. Additional English Proficiency Requirement for English Learners Only: 
      1. In addition to the requirements mentioned above, students who are classified as English learners must attain an oral language composite score of level 4 on the English Language Proficiency Assessments for California (ELPAC). 
  2. Demonstrate proficiency in one or more languages, other than English, through one of the following methods:
    1. Coursework:
      1. Successfully complete a four-year course of study in a world language at the high school or higher level, attaining an overall GPA of 3.0 or higher in that course of study, and demonstrate oral proficiency in the language comparable to that required to pass an AP or IB examination.
    2. Or Assessment (Choose One):
      1. Advanced Placement (AP) Assessment: Pass a world language AP examination with a score of 3 or higher,
      2. International Baccalaureate (IB) Assessment: Pass an IB examination with a score of 4 or higher, 
      3. ** ACTFL: Pass an ACTFL Writing Proficiency Test (WPT) and Oral Proficiency Interview (OPI) with scores of intermediate mid or higher, or 
      4. ** District-Approved Assessment: Pass a school district language examination that, at a minimum, assesses speaking, reading, and writing in a language other than English at the proficient level or higher.



NOTE: The requirements listed with  **  cannot be determined by running this process, they must be determined manually.



The State Seal of Biliteracy can be processed in School Aeries after the 1st term grades have been populated in the transcripts for the 12th grade students. Normally this is after the Fall semester grades have been copied to Course History (HIS).
