This error occurs when the SEID populated within the State ID (STF.SID)Commission field of a staff record is not a valid/registered SEID with the Commision on Teacher Credentialing (CTC). 

Suggested Resolution:

• Verify that the SEID currently populated within the State ID field in Aeries is correct.
